That means, even if a negligent motorist was responsible for seriously injuring another community member, they will not necessarily be held accountable for their actions. 

On top of that, the provincially-owned insurance company has placed additional barriers in the way of injured accident survivors whose claims were unfairly denied, or whose settlement awards do not sufficiently replace their total losses.
